Ministry of Justice of 07.08.2015 № 807/27252 registered the order of the Ministry of Finance of Ukraine of 15.06.2015 №552 «On approval of the registration of persons carrying out operations with goods" (hereinafter - order number 552), which comes into force after 30 days the official publication (published on 07.31.2015 in the Official Gazette number 58 of Ukraine).
Order № 552 approved the procedure for registration of persons carrying out operations with goods (hereinafter - the Order), and declared invalid the order of the Ministry of Finance of Ukraine of 30.05.2012 № 634 "On establishing the accounting treatment of persons carrying out operations with goods", registered with the Ministry of Justice of Ukraine 16.08.2012 for № 1381/21693.
Procedure introduced the following innovations:
- For registration of persons carrying out transactions in goods is carried out only once in the corresponding division of any customs handling of such persons (including by means of electronic communication addressed to the Information Portal DFS using reliable means of digital signature with enhanced public key certificates) or the first time the implementation of such party transactions in goods;
- The application form for registration person performing operations with goods (p. № 1-FEA) is reduced from three pages to one and eliminated to provide copies of the registration and charter documents;
- Details of the person who carries out operations with goods, the relevant unit of Customs receives electronically from a single data bank of legal entities and / or DRFO, including information received to these databases with a unified state register of legal entities and individuals - entrepreneurs ;
- Canceled card records of persons conducting transactions in goods;
- Introduced an excerpt from the register of persons carrying out transactions in goods, which is issued or sent by mail, and can also be sent by electronic means.
At the same time, paragraph 3 of the Order № 552 established that were valid at the date of entry into force of the Order of the registration cards of persons carrying out transactions with goods, are used as extracts from the register of persons carrying out operations with goods, to make changes in such a register of information that are listed in the card account statement or receipt of persons from the register.
