5.07.2011, adopted the long-awaited all motorists the Law of Ukraine "On amendments to some legislative acts of Ukraine on elimination of excessive state regulation in the sphere of automobile transportations" No. 3565-VI (TEXT)

This Law amends the Law of Ukraine "On road traffic", and exactly cancels the mandatory inspection for the following vehicles:

- cars of all types, makes and models, trailers (semi-trailers) to them (except taxis and those used for commercial purposes), motorcycles, mopeds, sidecars and other equivalent vehicles - regardless of the period of operation;

- passenger cars, commercial, trucks, regardless of the form of ownership, capacity up to 3.5 tons, trailers - if their life has not exceeded 2 years.

In addition, repealed mandatory written notarial form of the transmission of the vehicle by a notarized contracts or powers of attorney. It remains the right of the parties to this transaction.

In addition, changes in the Law of Ukraine "On militia", in particular to police officers granted the right to stop vehicles only if:

violations of traffic rules by drivers;

the lack of license plate on the vehicle or license plate that does not meet the requirements, not fixed in a prescribed position, closed or other items contaminated that it is not possible to clearly define the characters of the license plate from a distance of twenty meters;

the presence of signs that indicate technical failure of the vehicle;

the availability of data that indicate the involvement of the vehicle, its driver, passengers, or cargo in the Commission of a traffic accident, crime or an administrative offence;

stay vehicles wanted;

the availability of data on the use of vehicle for unlawful purpose;

need survey occupants about the circumstances of the Commission of a traffic accident, crime or administrative offence, the witnesses of which they were or could be;

the need to involve the driver the vehicle for providing assistance to other road users or the police or as a witness in the design of protocols on administrative offences or materials accidents;

target activities (operations, mining, operational plans) for verification of documents for the use and operation of the vehicle, the documents for the vehicle;

execution of decisions to restrict or prohibit the movement adopted authorized by public authorities;

if method stowage on the vehicle creates a hazard to other road users;

violations of certain of the procedure for establishment and use on the vehicle special lighting or sound alarms.

In addition, it is established that the employee of the police must inform the driver about the reason for stopping the vehicle, the essence of the committed offence.
