The basis for obtaining permanent residence permit (the certificate on permanent residence for foreigners and persons without citizenship who immigrated to Ukraine for permanent residence) is to first obtain a foreigner's immigration permit and arrival to permanent residence in Ukraine.

Required documents:

• Statement.

The decision on the refusal to issue a residence permit to a foreigner and person without citizenship shall be adopted if:

• the need to ensure national security or public order;
• necessary for the protection of health, rights and legitimate interests of citizens of Ukraine and other persons residing in Ukraine;
• when the passport document of the foreigner or the document proving the identity without citizenship, counterfeit, damaged or does not correspond to the established sample or belong to another person;
• the submission of false information or forged documents;
• when the facts of default of decisions of the court or public authorities authorized to impose administrative penalties, or when the foreigner or the stateless person have other financial obligations to the state, individuals or legal entities, including those associated with the previous expulsion from the territory of Ukraine, including after the expiration of the ban on further entry to Ukraine;
• with regard to the issuance of the permit addressed a foreigner or a person without citizenship who have not attained the age of sixteen, or their representative, having no documentary evidence of authority to receive a permanent residence permit;
• a foreigner or a stateless person has already received a permanent residence permit that is valid on the same day (except in the case of exchange, the issuance of residence permits to replace lost or stolen);
• a foreigner or a stateless person has filed not in full the documents and information required for registration and issuance of permanent residence permit;
• when data is obtained from databases of the Main computing center Registry, do not confirm the information provided by the foreigner or a person without citizenship.
