from 1 January 2016 a new form of declaration of property status and income, which was approved by order of the Ministry of Finance of Ukraine from 02.10.2015 №859. For the convenience of individuals united in a new Declaration of personal income tax and reporting of military training. One of the innovations is that the taxpayer determines his status. A significant amount of information that was previously filled in applications, is now reflected in the declaration itself.
It entered into force legislative provision on social protection
workers designed to mobilize. From now on physical persons-entrepreneurs (FLP) in Ukraine should retain their positions mobilized workers. This rule was laid in memory of 12.11.2015 №801-VIII «On Amendments to Article 119 of the Labour Code of Ukraine concerning the workers conscripted during mobilization for special period", which entered into force on 6 December 2015 . The law provides that for employees who prior to conscription worked at the FLP, secured the same guarantees (saving jobs, positions and compensation of average earnings), which are provided for employees of enterprises, institutions and organizations.
Also, the Verkhovna Rada of Ukraine 8 December 2015 adopted the Law of Ukraine "On Amendments to Article 50 of the Law of Ukraine" On Land Management "with respect to simplify the manufacture of land management projects for land allotment." The draft law №1280 from December 8, 2015 the Verkhovna Rada of Ukraine has simplified the paperwork on the ground with strangers home. The law stipulates that copies of documents of title to real estate, which are located on the land, are available only when ownership of such an object is registered.
This week was made a serious step towards the settlement of the civil service in Ukraine. Since 10 December 2015, the Verkhovna Rada adopted the Law of Ukraine "On Civil Service" (draft law №2490). The law will come into force from May 1, 2016 (instead of January 1). This delay is required for the adoption of the Cabinet of Ministers of Ukraine for more than 30 legal acts in its execution.
It was announced changes to the law regarding the appointment of the Chief of Staff of the Presidential Administration and BP, fund payment of civil servants. Thus, these funds will be released not only from the state budget, but also with the revenues under the EU projects from donors and other countries. Also, changes concerned the pension of civil servants already working long term, which can apply for retirement applicable to these standards; the composition of disciplinary committees (the inclusion of representatives of the public and NGOs); the minimum wage (which increases gradually - from 1 January 2017 - are warranted in 2 minimum wages); status of the court staff and judges' assistants. The law clearly separates the positions patronage service from the civil service.
We hope that these changes will simplify the lives of ordinary people in Ukraine and ensure full protection of their rights.
